Stephen has more than 35 years' experience in public sector law, administrative law, commercial tendering and contracting (procurement law), and regulatory law. He is an Accredited Specialist in Government & Administrative Law.
What he does
For the past 15 years, Stephen has advised a range of Commonwealth and NSW government agencies on regulatory, trade practices and contract law matters, as well as acting for them in litigated commercial matters. Since 1981, he has advised Defence on its tendering and procurement program for service providers and military equipment suppliers. He has also provided legal training for Defence officers.

Stephen works primarily with Commonwealth and NSW government departments, agencies and authorities.
Qualifications
Stephen has a Bachelor of Economics and a Bachelor of Laws from the Australian National University, a Masters of Law for Sydney University and a PhD from the University of Technology Sydney. He is also an Accredited Specialist in Government and Administrative Law.
