Queensland Productivity Commission launches inquiry into construction sector

On 24 April 2025, the Queensland Government officially issued its direction to the Queensland Productivity Commission (QPC) to undertake an inquiry into the productivity of the building and construction sector (Inquiry).
This follows the establishment of the QPC after the Queensland Productivity Commission Act 2025 was passed through Parliament on 12 March 2025.
The Inquiry will investigate and report on:
- Current conditions in the housing market.
- Key trends across Queensland regions.
- Productivity on residential, commercial and infrastructure construction sites.
- Factors influencing productivity performance including legislation and regulations, industrial relations matters, procurement policies and labour force needs.
- Opportunities for improvement in productivity (regulatory and non-regulatory mechanisms).
- Impact on subcontractors in regional areas to compete for government tenders due to regulatory requirements.
- Issues in implementing reform options identified and views on prioritising recommendations effectively.
QPC is seeking input from stakeholders, including the general public, industry peak bodies, unions, construction businesses, subcontractors and consultants, professionals, finance and insurance sectors, regulatory bodies, and Queensland Government agencies. Consultation for initial stakeholder input opens shortly.
The Inquiry runs in tandem with Queensland’s Building Regulation Renovation and forms part of the Crisafulli Government’s broader effort to address the state’s infrastructure and housing needs. Further information on the Building Regulation Renovation can be found here.
The Interim Report is due in July 2025, following which further stakeholder consultation will be carried out, with the final report due on 24 October 2025. We will closely monitor the results and provide updates on the implications of the Inquiry’s findings and recommendations.
