NSW procurement reform

Procurement requirements to be tightened as reform program takes shape
The NSW Government campaigned on driving greater industrial and social outcomes from the State’s $42bn procurement budget. A Parliamentary Inquiry into State procurement identified several areas of reform, coinciding in some cases with recommendations made by the ICAC in its recent investigations into corrupt procurement conduct, notably Operation Hector.
With legislation on the way, agencies and suppliers alike will need to engage with the reforms, which we survey here:
Part One: Buy local
In this first article, we look at proposed initiatives to stimulate local industry participation in NSW government procurement.
Part Two: Finding value
In this second article, we consider the difficulty of applying the concept of ‘value for money’ and the wider non-financial measures of value which will be increasingly important.
Part Three: Smarter shopping
In this third article, we review proposed measures to improve the effectiveness of both the Procurement Board and agency procurement officers across the State.
Part Four: Integrity above all
In our final article, we wrap up with some lessons learned from recent ICAC investigations and consider measures to help officials respond to supplier misconduct.
