Penny is widely acknowledged as an industry-leading work health and safety lawyer and is listed in Best Lawyers in Australia (2019, 2018, 2017, 2015, 2014, 2013 and 2012) for OHS law and was named Lawyer of the Year for Occupational Health and Safety in Melbourne, in 2019, 2013 and 2012.
Penny has over 20 years' experience advising on all aspects of work health and safety and criminal law. Drawing on her experience in criminal law and her work with government bodies, she delivers expert advice to clients in a range of sectors. She has expertise in incident response and management, conduct of prosecutions, coronial investigations and inquests, Sentencing Act claims, as well as compliance, advice and training in work health and safety legislation. Penny also provides ongoing advice to clients on how to ensure employee safety and workplace risk mitigation.
Penny advises general counsel, safety managers and HR managers in the food, logistics, manufacturing, mining, energy, transport and forestry industries. She provides advice on rights and obligations under the occupational health and safety legislation and strategic advice following safety incidents. Penny also defends prosecutions issued following a safety incident.

Penny has a Bachelor of Arts / Law from the University of Tasmania.
Before joining Sparkes in April 2015, Penny was a partner at K&L Gates and has previously worked at Hall & Wilcox, Freehills and Minter Ellison. She has practised exclusively in the area of work health and safety in Melbourne for more than 15 years and also has extensive criminal law experience.
Penny loves to travel to Italy where she enjoys the food, wine and shopping. She also loves to run as a way to relax and enjoy the outdoors.
