NGERS Consultation - Audit Determination and Measurement Determination

November 2009

In August 2009, the Department of Climate Change (the Department) released consultation drafts of the National Greenhouse and Energy Reporting (Audit) Determination 2009 (Audit Determination) and proposed amendments to the NGER Regulations to give effect to the Audit Determination.

The Audit Determination regulates the NGERS’ auditing framework – including certification requirements for auditors and provides detail on audit procedures for information maintained and reports submitted under the NGER.

Consultation on the NGER Measurement Determination

National Greenhouse and Energy Reporting (Measurement) Determination 2008 (Measurement Determination) regulates the methods by which energy production/use and emissions data can be calculated.

The Department has recently called for submissions on preliminary experiences with the Measurement Determination with an aim to considering amendments to address potential problem areas such as:

  • treatment of blended fuels;  
  • fuel definitions;  
  • elaboration of fugitive emissions from coal mining; and
  • treatment of carbon dioxide capture and storage.

According to the Department, this is not intended to be a broad scale review of the Measurement Determination but it does provide stakeholders with an opportunity to raise some concerns with specific aspects of measuring and determining emissions and energy data under the NGERS.

Submissions close on 30 November 2009.
